Advocacy win: new rates for restorative services under 101 CMR 339.00

I’m thrilled to share an advocacy win that reflects the power of our profession’s unified voice. As of June 6, 2025, new rates for restorative services under 101 CMR 339.00 will go into effect, increasing reimbursement for commonly used physical therapy codes by up to 78 percent. These rates now align with the Medicare fee schedule, marking a significant shift in how our services are valued at the state level.

This success is the result of months of focused advocacy and strategic collaboration. APTA Massachusetts worked closely with the Massachusetts Association for Occupational Therapy, the Massachusetts Speech-Language-Hearing Association, New England Physical Therapy Network, and other key stakeholders to present a clear, evidence-based case to MassHealth and the Executive Office of Health and Human Services. These discussions were grounded in the realities of delivering care in today’s environment and emphasized the need for fair, updated rates that reflect our value.

We are not stopping here. We will be using this new MassHealth benchmark to initiate tough conversations with commercial payers whose rates now fall below the state’s published standard. This win strengthens our leverage and sets a precedent we will continue to build on.
