Capitol Hill Report - Janice Caci, APTAMA Federal Affairs Liaison

Quite a bit going on with PT on Capitol Hill.  As your APTA Federal Affairs liaison, I will be letting you know and asking for your help in getting the word to our elected officials.  In this, my first blog, I decided to highlight the key activities across the board.  Future posts may focus on just a few issues, but all the information you’ll need is always available in the Federal Advocacy section (members only)  of the APTA website at www.apta.org.

Capitol Hill Top Three
    1.    Repeal of the Medicare Therapy Cap.  January 1, 2018 is the deadline to prevent a HARD THERAPY CAP on Medicare beneficiaries
    2.    Inclusion of PTA's in TRICARE-  APTA is asking Congress to mandate change to add PTA's and OTA's to TRICARE
    3.    Protection for PT's traveling with sports teams (Sports Med Licensure Clarity Act)-  an effort to extend "home state" professional liablility insurance to any other state a team may visit

Other APTA regulatory work
    1.    Medicare Red Tape Relief Project  APTA made recommendations to repeal the therapy cap permanently, eliminate or modify 30/90 day cert/recert requirements, improve functional reporting requirements, and modify 3 day inpatient stay requirement to include observation days.
    2.    CMS Proposed Rules/ CY 2018 IRF, SNF, Inpatient/LTC, Hospital Outpatient PPS
    3.    CY 2018 Quality Payment Program (QPP) Rule:  MIPS and APM- APTA provided comments in August to CMS.  Final rule expected in October 2017.  See link for complete APTA comment letter. http://www.apta.org/uploadedFiles/APTAorg/Payment/Medicare/MACRA/APTAComments_ProposedRulesQPP2018.pdf
    4.    CMS Payment for codes related to physical therapy- final rule expected in November 2017
    5.    CMS changes to SNF and HH payment systems- big changes proposed and impacting reimbursement for therapy services from the current system, eliminating therapy minutes as a factor for SNF and using Case Mix data for HH payment.
