The practice of physical therapy in Massachusetts is defined under the Massachusetts General laws, in chapter 112, sections 23A to 23Q. The law outlines the definition of physical therapy, qualifications and eligibility for licensure. A separate law, Massachusetts General Law (MGL) chapter 13, section 11A created the Board of Allied Health Professions, whose members are appointed by the Governor to oversee the practice of Physical therapy, Occupational therapy and Athletic Training. The board evaluates the qualifications of applicants for licensure and grants licenses to those who qualify. It establishes rules and regulations to ensure the integrity and competence of licensees. The Board is the link between the consumer and the allied health professional and, as such, promotes the public health, welfare and safe, and investigates complaints against licensees. The national organization, APTA, has Standards of Practice, a Code of ethics, A guide for professional conduct, and PTA conduct guidelines that set forth professional standards for practice. Those resources can be found at www.apta.org
The American Physical Therapy Association has a legislative committee to give input to the APTA of MA board of directors concerning chapter legislative positions and priorities, and facilitate member involvement in state legislative issues. The committee stays abreast of changes in laws and regulations and keeps the membership informed when these issues affect the practice of physical therapy or would affect our patients.
